As a result of recent building code changes, commercial office buildings in Florida which are 14,000 square feet or greater in size may now need to be commissioned? Medical office buildings as small as 10,000 square feet and restaurants greater than 6,000 square feet may also be subject to the new Florida commissioning requirements.
On July 1st 2015, the State of Florida adopted the 5th Edition of the Florida Building Code and the companion Florida Energy Conservation Code. With the adoption of these codes, the requirements associated with the commissioning of buildings has been expanded. Commissioning efforts are no longer restricted to projects targeted for LEED certification.
Section C408 of the new Florida Energy Conservation Code now requires a “significant increase in the commissioning effort for certain buildings”.
What is commissioning?
According to ASHRAE, the American Society of Heating, Refrigerating, and Air Conditioning Engineers, Commissioning is defined as the process of ensuring that systems are designed, installed, functionally tested, and capable of being operated and maintained to perform in conformity with the design intent.
In essence, commissioning is an enhanced quality control endeavor required for some projects and accomplished thru the addition of a Certified Commissioning Agent to the project team.
What types of buildings are subject to these new commissioning requirements?
Essentially, the new requirements extends to all buildings constructed with a specified total HVAC capacity of 40 Tons or more.
